A new northern by-pass will be built to ease the traffic congestion in the Herrenberg neighbourhoods of Kuppingen and Affstätt. The legal basis for the new road construction was created between 2003 and 2005, using the development plan process.

The planning includes three viaducts to be constructed, having spans of between 80 m and 100 m,, including four bridges for rural roads along the route. Six intersections, three of which are roundabouts, will provide a link to the existing traffic grid. In addition to the complexity of co-ordinating the routes, finding solutions for noise abatement and proper water drainage were a focal point during project planning. The areas required for road construction, as well as the proposed measures for compensation and replacement, will be provided by a customised land consolidation procedure.



Restoration of the transit route through Merklingen

The road surface of the transit route through the city of Merklingen has to withstand the heavy load imposed by 17,000 vehicles on a daily basis, and, over time, it is beginning to show signs of wear. As a result of implementing the Regulations for the Self-monitoring of Wastewater and the general sewer system, restoration work needs to be carried out to some sections of the sewerage system. It will therefore be necessary for a focused restoration effort to be made for the transit route through the city, including the replacement of sections of both the sewer and the water mains.

For the benefit and protection of residents, in close co-ordination with Stuttgart Regional Council it was decided to install a porous asphalt surface to reduce noise. To avoid having to reconstruct the road drainage system, a bid specification was prepared for the installation of noise-optimised split mastic asphalt (SMA0/8LA), in consultation with the Dr. Schellenberg Institute. This is the first project in the state of Baden-Württemberg involving noise-optimised split mastic asphalt. Tests were conducted to record drive-by noise level measurements, backed up by the scientific support of the German Federal Highway Research Institute (BAST). These showed a reduction in noise pollution of 2.5dB(A) in comparison to the official reference value (RLS-90 value).

Weil der Stadt southern by-pass

The increasing traffic density on the B 295 highway between Stuttgart and Calw, as well as the construction of the Simmozheim and Renningen by-pass roads, intensified the traffic problems on the transit route through Weil der Stadt, and produced daily traffic gridlocks, in particular at the Heilig Kreuz road junction. Due to these circumstances, the city centre had to be bypassed completely.

A multitude of different planning versions preceded the main planning phase, with initial plans dating back to the 1950s. Reports relating to economic viability and environmental compatibility, the planning of urban green space and having to deal with contaminated sites, as well as addressing the drainage of roads, were obtained or prepared. A detailed survey of the inventory serves as a data basis.



Since the new road link will function as a relief road, pursuant to the German Municipal Financing Act by way of a decree issued in December 1996 Baden-Württemberg Ministry of Transport incorporated this measure into the programme.

As a result of the technical configuration of the construction project, and in particular due to the horizontal and vertical alignment and changes in the road network, the regional development objectives of Weil der Stadt City Council underwent certain changes. This construction project did not affect any residential areas in the immediate vicinity, however. Any measures for protection, compensation and replacement for the protection of nature and the environment were harmonised.

These measures were implemented in one go. The construction period extended over four years. During that time, the L1182 by-pass road was provisionally re-routed. The remaining regional traffic was hardly affected.
